That's what Matt's implying: Without Jetpack, new users would look elsewhere because WordPress is difficult to use without it. They may not need Jetpack anymore, but without Jetpack they may not have even started using WordPress. Now those people who started using WordPress from the beginning can't imagine using something else, and start requesting it for future projects. Everything else required vast amounts of work and was confusing. When WordPress was released, it could be deployed to nearly any server environment and users could have a blog going in no time. Lowering the barrier to entry on a product is the easiest way to increase its adoption.
And without customers asking for WordPress, a lot of people here would be out of jobs. But from the perspective of someone who can't afford a developer or doesn't want to pay for one and just wants to get a site going with some plugins, it would be worthless without it. I think to a developer community that creates products for people, it's not generally useful. For the average person who wants throw on some plugins and some themes and doesn't know any code, it's way too daunting and way too much work to learn to do many of the things Jetpack does.
